Downtown North-South Bikeway Study

About the Study

The purpose of this study is to recommend north-south downtown routes that are the best and safest for people who walk, ride bicycles, and drive scooters and wheelchairs to safely, conveniently, and comfortably travel to and between downtown destinations. The study will recommend active transportation and safety improvements on the recommended streets and produce a 30 percent design.

The study results and recommendations will synchronize with the T2050 Mobility Improvements Program, Road Safety Action Plan, Downtown Parking Study, Transit Oriented Development (TOD) Strategic Policy Framework, and Walkable Urban Code.

Some of the key destinations to which the study will recommend connections include other City of Phoenix projects on 3rd Street: USDOT-funded Rio Salado ped-bike bridge, 3rd Street Rio Salado to Lincoln Street Bike-Pedestrian Connector, 3rd Street Promenade, and Durango Street Mobility LID projects.

Status of Study

The initial study now is complete, and it recommended 3rd Street as the preferred route, with 1st Street as the alternate route. A draft 30 percent design of the proposed bicycle facilities was produced. Phase 2 of the study now is underway with a limited scope to refine the initial design based on stakeholder comments.

Phase 1 study was completed in summer 2024. Phase 2 will be completed in fall 2025.
