The Phoenix Police Department has released a Critical Incident Briefing (CIB) video on an officer-involved shooting (OIS) from December 27, 2025.
The incident began at an apartment complex near 28th Drive and Larkspur Drive when officers were called for a welfare check.
A man unrelated to the call began threatening to shoot the officers.
After completing the welfare check, officers returned to their vehicles parked just south of the apartment complex. One of the officers saw the man who had been threatening them fire a handgun one time. The officer saw the man with the gun and that is when the officer-involved shooting occurred.
After being injured by gunfire, the man ran north a short distance until falling to the ground. Officers gave commands to the man to put his hands in the air and the man complied. Officers then approached and detained the man and began rendering life-saving aid.
The man was transported to a nearby hospital, where he was rushed into surgery. The man was released from the hospital and booked into jail.
The officer involved in this shooting is assigned to the Cactus Park Precinct and has approximately two years of service with the department.
This incident is the subject of a criminal investigation being conducted by the Major Incident Division of the Arizona Department of Public Safety and will be reviewed by the Maricopa County Attorney’s Office. It is also the subject of an administrative investigation being conducted by the Phoenix Police Department.
Conclusions about whether the actions of the officers are consistent with department policy and the law will not be made until all facts are known and the investigation is complete.
