What is the 2025-2029 Consolidated Plan?

Every five years, the city of Phoenix partners with the community to develop a strategic Consolidated Plan.

The plan defines strategies to address housing, community development needs, and current market conditions in order for the city of Phoenix to make informed decisions on an estimated $130 million in HUD grant funding.  Grants include the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Housing Opportunities for Persons with AIDS (HOPWA) and Emergency Solutions Grant (ESG).

This plan outlines how the city will invest nearly $130 million in federal funds, over the next 5 years, to strengthen communities and enhance neighborhoods!

Grant money from the four main HUD programs fund services within Phoenix's Housing Department, Office of Homeless Solutions and Neighborhood Services Department.

Citizen Participation Plan: Your Voice

What is the Citizen Participation Plan?

The U.S. Department of Housing and Urban Development (HUD) requires jurisdictions receiving HUD entitlement program funds to develop and adopt a Citizen Participation Plan. The purpose of the Citizen Participation Plan is to provide residents equal access to become involved in the development and administration of HUD entitlement programs. The proposed amendment to the Citizen Participation Plan will:

  • Define policies and procedures for resident involvement;
  • Clarify the requirement of Phoenix City Council action relative to amendments to the HUD required 5-year Consolidated Plan and Annual Action Plan;
  • Detail the Consolidated Annual Performance Evaluation Report (CAPER) public hearing requirements; and
  • In compliance with Executive Orders, remove language relative to fair housing and the analysis of impediments.

Language Access Plan

The Neighborhood Services Department (NSD) has a Language Access Plan that allows those with limited English proficiency to get needed translation assistance. Through NSD's Language Access Plan, interpreters are available in several languages including Spanish, Arabic, Croatian, Greek, Hindi, Swahili, Mandarin, Vietnamese and many more.
