The Compass Plan

In 2013, the Phoenix City Council created the Mayor's Human Trafficking Task Force​, championed and chaired by Councilman Jim Waring. 

The City of Phoenix  adopted and implemented a roadmap called "The Compass Plan" to combat human trafficking, which focuses on four key areas:

  • Law Enforcement​​
  • Victim Services
  • Training 
  • Awareness and Outreach

City of Phoenix Efforts to Serve Victims of Trafficking​

​In 2016, the Human Services Department's Family Advocacy Center partnered with the Phoenix Police Department's Human Exploitation and Trafficking (HEAT) Unit to provide a Human Trafficking Victim Advocate fully-embedded​ within the HEAT Unit. The Human Trafficking Victim Advocate is able to offer supportive services to any suspected survivor of human trafficking.​

In November 2017, the Phoenix Housing Department opened the Phoenix Starfish Place​, a permanent supportive housing for women who have experienced sex trafficking and their children.
