Tenant and Landlord Counseling
Trained specialists assist tenants and landlords with questions or problems. They do not provide legal advice.
One-on-one counseling and education appointments are available in person and by phone at the Travis L. Williams Family Services Center, located at 4732 S. Central Avenue. Phoenix, AZ 85040.

Before your appointment, prepare the necessary documents:
- Complete and email the Intake Form to landlord.tenant.hsd@phoenix.gov.
At the time of your appointment, have the following items available:
- Lease agreement, rental contract or rental receipts
- Eviction notice or dispute documentation served by either landlord or tenant
- Any documents that relate to your landlord/tenant situation
For issues not related to health and safety, you can expect a response within 2 business days.
Facing unsafe or unlivable conditions?
Request Emergency Assistance for Tenants
City of Phoenix residents can request emergency assistance for urgent housing issues like:
- No air conditioning or heat
- Plumbing or electrical problems
- Roof leaks or water damage
- Other unsafe living conditions
To be eligible for emergency assistance or referral through the emergency assistance program, the following criteria must generally be met:
- You must currently reside in the City of Phoenix or receive City of Phoenix water services.
- You must be a tenant in a rental unit covered under the Arizona Residential Landlord and Tenant Act.
- Your concern must involve a health or safety hazard (such as a non-working cooling system with high indoor temperatures, a non-working heating system with low indoor temperatures, or a lack of potable water).
- Your household income must be at or below 80% of the Area Median Income (AMI).
- You must provide accurate contact and household information so we can evaluate your eligibility.
Staff will review your request and follow up with next steps. Completing the form does not guarantee assistance.

Educational Workshops
Workshops cover various topics related to landlord and tenant rights and responsibilities under the Arizona Residential Landlord and Tenant Act.
Interpreter services are available if requested five days prior to an event.

Manufactured Home Information

The Manufactured Housing & Building Division of the Arizona Department of Housing is responsible for maintaining and enforcing quality and safety standards for manufactured homes, mobile homes, and factory-built buildings, including administrative procedures to facilitate consumer protection.
