After-Hours Construction Noise Complaints

UPDATE - NEW SUMMER CONSTRUCTION HOURS

On May 13, 2025, Governor Katie Hobbs signed SB 1182 that establishes legal summer construction hours for all cities and towns in Arizona. The new state law allows permitted construction from May 1 to October 15 during the following hours:

Monday – Friday:  5:00 a.m. to 7:00 p.m.
Saturday: 7:00 a.m. to 7:00 p.m.

The law also allows concrete to be poured up to one hour before construction hours begin.

For work that has a valid permit, legal summer construction hours cannot be restricted under this new law. The City of Phoenix will respond to after-hours noise complaints for construction being done outside the days and hours specified above.

  • Because the City of Phoenix issues Extended Construction Work Hours permits, on-call inspectors will research whether the project has an after-hours permit before responding.
  • On-call inspectors will only investigate construction noise complaints related to construction projects that require permits under the Phoenix Building Construction Code (such as roofing a new home).
  • Complainants must provide their contact information for call back by the on-call inspector. If the inspector cannot reach the complainant, the complaint will not be investigated.
  • On-call inspectors will respond within two hours.
  • Complaints related to noise issues that do not meet the above criteria should be directed to the Phoenix Police Department non-emergency line at 602-262-6151.
