The Equal Opportunity Department provides a wide range of services including accessibility compliance programming; economic opportunity for small and disadvantaged businesses; investigation of discrimination in employment, fair housing, and public accommodation and; outreach and education activities through internal programs and the commissions supported by the department.

EOD Director and Management Team

Interim EOD Director, Judy Boros

The Director is responsible for managing city programs and policies that ensure equal opportunity in fair housing and employment, disability concerns, goals compliance, economic opportunity for small and disadvantaged businesses, public accommodations, community relations, and accessibility in city services and facilities. In addition, EOD is responsible for managing the Phoenix Women’s Commission, Phoenix Human Relations Commission, and Mayor’s Commission on Disability Issues.  

EOD ADA Compliance Program Manager, Kirsten Verbus

The Americans With Disabilities Act Compliance Program ensures that all City programs, services, activities, and facilities are accessible and usable by all City of Phoenix residents and visitors.​​​​​​

EOD Deputy Director, Valerie Churchwell

The Business Relations Division meets the unique needs of small businesses by administering the certification application process and monitoring contracts to ensure they are being fulfilled as intended.

The Compliance and Enforcement Division is tasked with investigating complaints of discrimination in employment, housing, and public accommodations.
