The City of Phoenix is seeking a results-oriented, experienced and high-performing Deputy Water Services Directors in the Wastewater Engineering Design and Construction Management Division.
The Deputy Water Services Director for the Wastewater Engineering Design and Construction Management Division will oversee professional engineers, project managers, and project coordinators. This division is responsible for the planning, design, and construction management of the department¿s wastewater capital improvement program (CIP), managing over $2 billion in infrastructure projects over a five-year period. The Wastewater Engineering Design and Construction Management Division consists of 3 teams focusing on treatment plants, lift stations, force mains, and gravity sewer lines. Primarily serving as project managers, the team engages consultants for design services, infrastructure condition assessments, and construction administration, while coordinating with the wastewater collection and treatment divisions. This position requires a licensed Professional Engineer (PE) with strong communication skills, leadership experience, and a proven ability to deliver complex projects in a collaborative team environment.
The Deputy Water Services Director is responsible for the overall management and leadership of their Division including work assignments, budgeting, and resolving personnel issues. The position requires the use of independent judgment and initiative in making technical decisions and policy recommendations of considerable difficulty. Work is performed under the general direction of an Assistant Water Services Director and performance is evaluated on the basis of results achieved.

This position will oversee the administration and operations of the department's water and wastewater infrastructure master plans, development agreements, stipulations, and annexations; water resources and conservation programs; and records management, utility as-builts, and mapping functions.

The Rotational Water Services Engineer program is a four-year apprenticeship program and was developed to attract and train individuals with the desire to become skilled and licensed professional engineers with the City of Phoenix Water Services Department. Completion of the four-year program along with obtaining a Professional Engineer (PE) license in a relevant discipline (Civil, Environmental, Chemical, Mechanical, Electrical) will place the individuals in permanent Civil Engineer III positions.
Rotational Water Services Engineers will spend the first year of the program assigned to different facilities, including a water treatment plant and a wastewater treatment plant learning treatment plant operations and engineering, and job shadowing multiple other groups and field units that support the functions of the water and wastewater utilities, and will also gain a detailed understanding of the water and wastewater design standards by conducting plan reviews for a variety of water and sewer pipeline projects.
The second and third year of the program will be spent with four, 6-month assignments at different engineering teams assisting the other engineers on those teams with a variety of projects and conducting research, studies, data analysis, plan reviews, and a variety of engineering and technical assignments while building their experience towards Professional Engineer Licensure. The fourth year of the program will focus on engineering project management training with the permanently assigned engineering team. Rotational Water Engineers will also be enrolled in exam preparation courses and study groups to help prepare them to pass the PE Exam.
No experience is required prior to starting the program, only an ABET-accredited Bachelor's degree in a relevant Engineering discipline. All required training is paid for and provided by the City of Phoenix while on-the-job and being employed full-time.
