Floodplain Management

The City of Phoenix participates in the National Flood Insurance Program (NFIP) through the Department of Home​​land Security's Federal Emergency Management Agency (FEMA). As a participant of the NFIP, the City has adopted a Floodplain Management Ordinance, which includes mapping and rating of the Special Flood Hazard Areas within the City.

Floodplain Management staff provide updated information and establish development requirements for projects within the city's Special Flood Hazard Areas (SFHA). These requirements keep properties from flooding and erosion hazards to a minimum, as well as protecting the natural resources within those flood prone areas.

Elevation certificates are available on file for properties within Special Flood Hazard Areas (SFHA) at the Floodplain Management Office.

The City of Phoenix (City) participates in the National Flood Insurance Program's (NFIP) Community Rating System (CRS). As part of the program, the City is updating its 2016 Floodplain Management Plan (FMP). The plan identifies flood hazards in the community, sets goals, and recommends a program of activities to address the county's vulnerability to flooding. It also addresses public education about loss reduction measures and the beneficial functions of floodplains to reduce flood hazards within the county. 

​The City of Phoenix Storm Water Policies and Standards Manual, 2nd Edition, April 2011, has been updated. The new edition adds clarification to the existing standards and updates various design aid tools. The City of Phoenix Storm Water Policies and Standards Manual, 3rd Edition, December 2013, is now available for use.

Projects already under review by the City on or before the effective date of the new edition will be reviewed using the 2nd edition requirements. Projects submitted after the effective date will be reviewed using the requirements in the 3rd edition. ​Floodplain Management Office staff is available by appointment only. Questions about floodplain related issues, including residents experiencing flooding within a structure and those who are planning to build in a Special Flood Hazard Area, should be directed to the Floodplain Management Office.
