Critical Incident Briefing - October 10, 2025 -1600 E. Portland St.

The Phoenix Police Department has released a Critical Incident Briefing (CIB) video that includes audio, visuals and information related to an officer-involved shooting (OIS) which occurred on October 10, 2025.

This incident began when a two-officer patrol unit responded to a call for service around 4th Avenue and Osborn Road. As the officers arrived, they heard shots fired nearby.

Turning their attention to the shots fired, officers began to drive in the area and were told by a witness that the shooting sound was coming from a nearby ally of an apartment complex.

While checking the ally, officers located a man standing outside a black passenger car with a rifle on top of the roof. Officers gave commands which were ignored as the man grabbed the rifle, got into the driver’s seat of the car and drove away. 

Officers went into a pursuit as the man drove through Phoenix neighborhoods firing his gun from inside the car.

Phoenix officers from the Tactical Support Bureau responded and took over the pursuit. Officers followed the man as he continued to shoot indiscriminately from inside the car.

As the pursuit reached 16th Street and Portland Street, officers forced the car to a stop using a tactical maneuver. During the stop, one officer observed the man reaching for the weapon in his car, the officer fired his duty gun striking the man. 

Officers with the use of a K9 approached the car and removed the man from the vehicle.

Officers provided aid to the man until the Phoenix Fire Department got to the scene.

The man was taken to a nearby hospital where he was admitted for non-life-threatening injuries.

No officers or community members were injured during this incident.

The suspect’s rifle and a handgun were recovered from inside the vehicle. 

The officer involved in this incident is assigned to the K-9 Unit and has been with the department for over 8 years.

This incident is the subject of a criminal investigation being conducted by the Major Incident Division of the Arizona Department of Public Safety and will be reviewed by the Maricopa County Attorney’s Office. It is also the subject of an administrative investigation being conducted by the Phoenix Police Department.

Conclusions about whether the actions of the officers are consistent with department policy and the law will not be made until all facts are known and the investigation is complete.
