Advancing Housing in Phoenix: Key Milestones from the Past Five Years

The City of Phoenix Housing Department is proud to share its Five-Year Report, highlighting the progress, innovation, and collaboration that have driven our work across Phoenix. Over the past five years, we’ve expanded housing options, strengthened community partnerships, and supported residents through programs designed to create stability and opportunity.

Guided by our mission to provide quality affordable housing and a pathway to self-sufficiency, the Housing Department has worked to transform neighborhoods and increase access to housing throughout the city. These accomplishments reflect the dedication of our team, the Mayor and City Council, and our partners.

Highlights from the Five-Year Report:

• Exceeded the Housing Phoenix Plan goal: Created or preserved more than 69,000 housing units, surpassing the city’s 50,000-unit target five years ahead of schedule.
• Doubled affordable housing: Affordable units increased from under 10% in 2020 to 20% today.
• Transformed Choice Neighborhood communities: 835 units completed or under construction in Edison-Eastlake, with award-winning mixed-income communities and new community facilities.
• Increased homeownership opportunities: Enabled dozens of families to become first-time homeowners through down payment assistance, Section 32 home sales, Community Land Trust and Family Self-Sufficiency programs.
• Expanded housing voucher programs: Reopened Housing Choice Voucher waitlist for the first time in seven years, 100% lease-up in Emergency Housing Vouchers, and achieved historic utilization levels for veterans.
• Digital inclusion: Connected thousands of households to free internet and distributed devices, advancing digital equity and access.
• Sustainability efforts: Reduced water use at multiple Housing facilities, expanded community gardens, and planted dozens of trees in the community.
• National recognition: Hosted the 2025 National Association of Housing and Redevelopment Officials (NAHRO) National Conference, earned multiple NAHRO awards for innovation and community impact since 2022.
