The Street Transportation Department's Phoenix Connected Active Neighborhoods Program (PhxCAN) is a community-focused approach to improve bicycle and pedestrian infrastructure citywide. PhxCAN is part of the department's Active Transportation Program.

The program takes a deep dive into each of the City’s 15 urban villages to address transportation safety concerns, needs and wants, focusing on planning and engagement in two urban villages per year. Residents will work with City staff to identify a list of projects that will be implemented within each village within a one- to two- year period.

The City of Phoenix is divided into 15 urban villages. Each village has a Village Planning Committee (VPC) appointed by City Council. The VPCs assist the Planning Commission in the performance of its duties. VPCs are part of the City's Planning and Development Department.

Be A PhxCAN Community Connector

Community Connectors help guide the assessment of each urban village by functioning as community consultants and will be known as the PhxCAN Design and Outreach Community Connectors. Working closely with City staff, they provide guidance on the overall process, help design the engagement strategy and actively participate in outreach efforts.

As a Connector, your responsibilities will include, but not be limited to:

  • Assisting with the design of the community engagement strategy
  • Tabling at community events
  • Getting the word out about the program in your community
  • Assisting with stakeholder interviews
  • Helping create and grow a community contact list
  • Helping to identify and prioritize village priorities and projects

Connectors will be compensated for their time and work with a stipend. Transportation to meetings will be provided for those who have difficulty or limited access to transportation.

  • Participate in all five (5) Connector meetings
  • Attend at least three (3) community meetings or events and conduct outreach work
  • Dedicate an average of ten (10) hours per month to the program from September 2024 to April 2025

The PhxCAN project team will review candidates, conduct brief interviews and make selections that ensure that Connectors:

  • Have roots in or long-established relationships with the communities they represent
  • Represent and/or have connections with racially and/or ethnically diverse communities, and potential intersections, such as low-income populations and older adults
  • Are able to reach and deeply engage their community, and provide a diverse representation of community perspectives

Seven to ten community members will be selected per urban village to ensure sufficient representation for the entire village and a wide variety of backgrounds.
