Vineyard Road Pedestrian Safety Study - 7th St to 16th St
The goal of the Vineyard Road Pedestrian Safety Study is to evaluate alternatives and recommend enhanced mobility design solutions for Vineyard Road from 7th Street to 16th Street.
Recommendations will focus on improving the safety, accessibility, and multimodal connectivity of the area’s residents and children walking, biking, or rolling to or from John F. Kennedy Academy of Inquiry and C.O. Greenfield Academy of Design and Innovation.
The challenging conditions on Vineyard Road, including half-street conditions and lack of sidewalks, has been a concern of the neighborhood for years. Community advocates have encouraged the City study options to improve safety in the area.
Scope of Work
The scope of work includes:
- Determining appropriate locations and configurations of new sidewalk(s) or modifying existing sidewalks to improve pedestrian and bicycle movements and safety.
- Determine best approaches to build this segment out to a full roadway width from its current half-street configuration.
- Determine appropriate locations and configuration of bicycle lanes and related infrastrucure.
- Evaluate the roadway to identify opportunities for the addition of traffic calming devices.
- Analyze roadway to determine where street lighting could be added or upgraded to improve safety.
- Determine if tree shade, landscape improvements, and/or green stormwater infrastructure (GSI) can be installed.
- Evaluate roadway and intersections to determine if a High‐Intensity Activated Crosswalk (HAWK) or other pedestrian signal should be installed.
- Evaluate roadway and intersections to determine if existing traffic signals should be upgraded.
- Identify any historical land use or generational land ownership that could be memorialized.
Community Engagement
This project includes meaningful opportunities for engagement with residents, schools, and businesses in the area. The first round of outreach, completed in fall 2024, focused on listening to stakeholders’ safety concerns along the Vineyard Road corridor and exploring potential solutions. Additional community engagement will take place if the study advances to a design phase.
Schedule
Pre-Design Study - Summer 2024 to Fall 2025
Currently, no additional funding has been identified to advance the study into the design or construction stages.
Study Phase
The Planning and Pre-Design phase is the earliest phase of a potential project. This study will be used to assess the feasibility of a variety of possible safety improvements for this segment. Once the study is completed, the Street Transportation Department will make decisions about whether the project will advance to the design phase.
Four alternatives are currently being considered, which include:
Alternative 1
- Widen Vineyard Road at the existing narrow locations and adds standard 5-foot sidewalks on the north side
- Add parallel parking on both sides of the street between 7th Street and 10th Street, at JFK Academy, and at 16th Street
- Improve street lighting
Alternative 2
- Widen Vineyard Road at the existing narrow locations and adds standard 5-foot sidewalks on the north side
- Widen sidewalks to 8 feet between 10th Street and 16th Street
- Add traffic calming chokers, trees, and Green Stormwater Infrastructure (GSI)
- Improve street lighting
- Avoids impacting homes and structures*
Alternative 3
- Widen Vineyard Road at existing narrow locations and adds standard 5-foot sidewalks on the north side
- Widen sidewalks to 8 feet between 10th and 16th Street
- Add a median at street level between 11th and 10th Street to slow down vehicles
- Add a roundabout at 10th Street to slow down vehicles
- Add traffic calming chokers, trees, and Green Stormwater Infrastructure (GSI)
- Improve street lighting
Alternative 4 (not mentioned in video)
- Widen Vineyard Road at the existing narrow locations and adds standard 5-foot sidewalks on the north side of Vineyard Road from 7th to 12th Street
*Alternatives 1, 3, and 4 would require the City to acquire land it does not currently own if the City pursues either of these study options. These three alternatives would affect existing homes or private property. Additional public engagement will take place if this study advances to design and then construction. Neither design nor construction are funded at this time.
