Lot Split / Lot Combination / Lot Line Adjustment

This process allows property owners to change property boundaries through the recordation of new deeds. It can be used in situations where a Final Plat is not required, including:

  • Subdividing lots (when limits under the subdivision ordinance are met)
  • Combining lots under one parcel
  • Adjusting a property line between two lots
  • Ensuring that Lot Line Adjustments meet all zoning standards (including minimum lot width, lot size, setbacks, and lot coverage)

What is a Red Star?

A Red Star in the City of Phoenix GIS system indicates that a parcel was split, combined, or otherwise adjusted through Maricopa County without first coordinating with the City. When this occurs, the County’s parcel configuration no longer matches the City’s official records, creating a discrepancy that must be corrected through the City’s formal review process.

General Process Overview (5 Steps, Approx. 3+ Months)

  1. Hire a Surveyor (Recommended):
    A fully dimensioned and scaled plot plan will be required (not limited but including: net and gross area, density, existing structures on site, parcel number, and future lot line locations). A licensed surveyor is recommended so that they can prepare a survey and legal descriptions of the proposed parcels.
  2. Submit via SHAPE PHX:
    You or your contractor may submit the survey and legal descriptions through the SHAPE PHX (electronic plan submittal) system:

    • Select the submittal type.
    • Once staff logs in the submittal and payment is made, complete the assigned task in SHAPE PHX to receive your confirmation number.
      ⚠️ Failure to complete this task will delay your review.
  3. City Review & Response:
    You will receive either:
    • A Corrections Letter with required revisions and “Next Steps,” or
    • A Conditionally Approved Letter with instructions to record the deed with Maricopa County.
      ⚠️ If no action is taken within one year, your submittal will expire.
      Please track your PRDV (Property Division) or PRLC (Property Lot Combination) number and include it in the subject line of all email correspondence to avoid delays.
  4. Record the Deed:
    Once conditionally approved, record the deed with Maricopa County and resubmit the recorded deed (with the recording number visible in the upper-right corner) to the City for final review.
  5. Final Approval:
    If all requirements are met, a Final Approval Letter will be issued. Our GIS system will be updated, and you or your contractor will be notified via ProjectDox or will be notified via SHAPE e-mail.

Important Notes:

  • Private Restrictions:
    Please research any deed restrictions, covenants, or private agreements that may prevent the property from being split or combined. These are not reviewed or enforced by the City of Phoenix but may be enforced by private parties.
  • Subdivision Plat Requirement:
    Lot splits resulting in three or more lots require a Subdivision Plat, which is a separate process beginning with a Pre-Application Meeting.
