Government Relations staff closely monitor legislation each year that could impact the City. Below is a list of bills that could either limit local control, reduce City revenues, increase expenditures causing negative impacts to the budget, or impact neighborhoods.

Finance

SB1318 (income tax rate; reduction; surplus) (Mesnard)

  • For each tax year beginning with 2026, the Department of Revenue is required to reduce the individual income tax rate for the current tax year by 50 percent of a "structural surplus" for the immediately following fiscal year.

SCR1014 (surplus; income tax rate; reduction) (Mesnard)

  • The 2026 general election ballot is to carry the question of whether to amend state statute to require the Department of Revenue to reduce the individual income tax rate for the current tax year by 50 percent of a "structural surplus" for the immediately following fiscal year.

SB1371 (income tax; subtraction; retirement distribution) (Mesnard)

  • For individuals 67 or older, subtracts distributions from pension and retirement accounts and non-deductible contributions to individual retirement accounts (IRA), excluding Roth IRAs, from the calculation of Arizona gross income tax.

HB2918 (tax rates; reductions) (Olson)

  • Reduces the rates for several tax categories including property tax and individual income tax. For the individual income tax rate reduces the rate from 2.5% to 2.47% beginning in Tax Year 2026.

HB2221 (law enforcement; defunding; prohibition) (Marshall)

  • Prohibits a city from reducing the annual operating budget for a law enforcement agency.

SCR1008 municipalities; counties; vote; fee increases (Petersen)

  • The 2026 general election ballot is to carry the question of whether to amend state statute to prohibit a city council or a board of supervisors of a from increasing an assessment, tax or fee without a two-thirds vote of the governing body.

Zoning

SB1229 (planning; home design; restrictions; prohibition) (Bolick) 

  • For new single-family developments over 5 acres, prohibits the city from requiring lot sizes above 3,000 square ft or setbacks greater than 5 ft on the sides and 10 ft the front.
  • Prohibits the City from going continuing design review on new construction.
  • Supersedes the voter approved General Plan and sets new uniform density allotments for the entire City for all new developments over 5 acres.

Public Safety

SB1019 (photo enforcement systems; prohibition) (Rogers)

  • Prohibits the use of automated enforcement by law enforcement and local authorities to enforce traffic laws.

SCR1002 (photo enforcement systems; prohibition) (Rogers)

  • The 2026 general election ballot is to carry the question of whether to ban law enforcement and local authorities from using automated enforcement to enforce traffic laws.
